SUMMARY:Confined Space Entry in Construction
DESCRIPTION:This six-hour program provides confined space entry workers in
the construction sector with the hazard recognition and other general trai
ning required under the regulation. This training\, in conjunction with wo
rksite specific training\, will prepare entry workers with the knowledge a
nd information required prior to entry into a confined space. The program
is divided into two three-hour modules. The first module\, Confined Space
Hazards and the Law\, addresses the requirements under the Regulations for
a confined space entry program. The components of a program\, the rights
and duties under the Act for workplace parties\, including the right to re
fuse unsafe work\, are discussed at length. As well\, the atmospheric and
safety hazards associated with confined spaces are identified. The second
module\, Confined Space Entry Procedures\, identifies the control measures
for confined space hazards and safe work procedures for confined space en
try work. Issues such as air testing\, monitoring\, and purging are discus
sed. General work procedures for PPE\, communication\, duties of attendant
s and use of entry permits are discussed as well as the use\, maintenance
and inspection of respirators and rescue operation considerations.

SUMMARY:Skid Steer & Mini-Excavator
DESCRIPTION:Many construction workers require skid steer and mini excavator
operator training\, while others will only need one or the other. This co
mbo program encompasses both machines. The elimination of duplicate inform
ation and worksheets from the existing programs will allow the time necess
ary to complete both in two days. This program will use the most current s
kid steer and mini excavator operator participant manuals along with a com
bo PowerPoint\, instructor’s notes and worksheets. This program is deliv
ered over two days. The first day is six-hours in-class theory and the sec
ond day consists of up to three hours of practicum per participant. An add
itional hour is added on the second day to allow a demonstration of an ins
pection and safe operation of both machines. The three hours per participa
nt is an approximate. Some may require less time while others may require
additional time. The instructor will record completed tasks on the evaluat
ion sheets. This program is designed for veteran or novice operators. Note
: The two evaluation forms are printed in triplicate on carbonless paper\,
and when completed the operator gets the pink\, the employer or union rec
eives the yellow and the white copy is returned to WHSC. There will be two
inspection and two operator evaluation forms per participant. Module 1 Is
divided into three sessions that will introduce the participants to the t
ypes of skid steers and mini excavators available and their characteristic
 s. Includes a look at equipment specification tables and their role in cal
culating the rated capacity to avoid stability hazards. Classroom discussi
ons will look at the centre of gravity and its relationship to stability.
Module 2 Is one session that will explain workplace hazards and the hazard
categories. The PowerPoint presentation contains many graphics to help il
lustrate hazards and their controls. Two videos will demonstrate the hazar
d of hitting underground utilities and the other on trench cave-in hazard.
Module 3 Is divided into three sessions containing information on the res
ponsibilities of a mini excavator operator as it relates to operation of t
he equipment. Informative graphics and diagrams on the control systems and
how to operate the controls. Video will demonstrate safe use\, inspection
\, use and transportation of the skid steer and mini excavator. The third
session of module three is the practicum demonstrations.

SUMMARY:Level 1 Occupational Health and Safety Training
DESCRIPTION:The WHSC Occupational Health and Safety Level I program is inte
nded for use by unions to train new joint committee members and health and
safety representatives. Through the Level I program\, participants learn
and practice skills needed to promote and achieve prevention in the workpl
ace. Upon completion of the program\, learners receive a Level I certifica
te. The Level I program trains worker representatives to identify and figh
t off behavioural-based management approaches and establish real preventio
n programs that identify\, assess and control hazards. But workers do not
have the power to simply institute these programs\; employers hold the pow
er in the workplace\, workers must bargain. These negotiations are both si
milar and different than those typically carried out to establish a collec
tive agreement. Like collective agreement bargaining\, there is a profound
need to get information\, communicate with members\, build proposals and
apply leverage. However\, when it comes to health and safety\, there is no
multi-year contract that defines the conditions of work. In all workplace
s\, hazards changes regularly—even daily—and these changes to the cond
itions of work usually take place without any consultation with workers. B
ecause the employer can continuously and unilaterally change the hazards o
f work\, worker representatives need to continuously bargain with employer
s for improved prevention. The WHSC Level program trains worker representa
tives to carry out this continuous bargaining mission. Over 20 modules hav
e been developed by the WHSC at the introductory level for worker audience
s—these are collectively referred to as Level I modules. Level I is a ce
rtificate program and the prerequisite for entering Level II programs and
Instructor Training. To earn a Level I certificate a participant must comp
lete seven core modules and three additional electives. The seven core mod
ules are: 1. Staying Alive While Earning a Living 2. The Body In the Workp
lace 3. Toxic Substances 4. Principles of Control 5. It’s the Law 6. The
Myth of Worker Carelessness 7. Making Work Fit the Worker.

SUMMARY:Propane CH-02
DESCRIPTION:Most construction workers will tell you they understand propane
and know how to connect cylinders to heaters and torches. What they may n
ot know is how the law regards propane use\, the hazards they face or the
health and safety effects from occupational use. To work with propane and
use propane fuelled appliances workers must hold a CH-02 (Construction Hea
ter Operator 2) certificate from an accredited training facility. This ful
l day\, WHSC Propane CH-02 ROT program meets and surpasses the regulatory
requirements of the Technical Standards and Safety Authority (TSSA) and it
s regulations. The morning is spent with the WHSCs CH-02 certified instruc
tor facilitating in-classroom sessions on propane characteristics\, law\,
storage use and handling. Adult learning principles are employed with acti
ve lectures\, brainstorming sessions\, video clips\, powerpoint presentati
on\, resource material and handouts. Learning and understanding is verifie
d as participant-trainees successfully complete and pass three written eva
luation worksheets. The afternoon is spent in a field-setting. Propane use
\, transfer\, storage and handling is first demonstrated by the instructor
. Participant-trainees observe then demonstrate their newly acquired skill
s\, after inspecting the equipment to be used. They correctly manifold thr
ee cylinders together\, connect construction heaters and torches to cylind
ers\, light and shut each appliance down safely. The instructor assesses a
nd checks each step of their performance. Returning to the classroom\, par
ticipant-trainees watch a video clip on the proper steps required to excha
nge cylinders on a propane powered forklift. Checklists for each procedure
are provided along with the background resource material to refer to when
needed. At the end of the course\, participants will be certified to safe
ly connect\, activate and disconnect propane torches and heaters\, up to 4
00\,000 BTU/h to meet the training requirements of the TSSA and the Fuel I
ndustry Certificate regulation 215/01. Participants who successfully compl
ete the program will receive a Record of Training certificate. The CH-02 c
ertificate is valid for three years from the date of training.

SUMMARY:Traffic Control Book 7
DESCRIPTION:Every year workers are injured as a result of traffic-related i
ncidents while performing work in and around public roadways. The Regulati
ons for Construction Projects require employers to have a traffic protecti
on plan in place to ensure that workers are protected. In addition\, a spe
cific traffic control plan\, designed to protect both workers and road use
rs\, must be developed and available.\n\nThis program assists those respon
sible for creating\, implementing\, and/or overseeing traffic control in t
emporary work areas to develop an effective traffic control plan. Particip
ants are taught using typical layout case studies\, Ontario Traffic Manual
(OTM) Book 7\, and the Regulations for Construction Projects.

SUMMARY:Working at Heights
DESCRIPTION:This six and a half hour program for construction workers is ba
sed on the requirements of the new MOL training program standard. This ful
l day program is divided into two sessions\, a three-hour basic theory ses
sion and a three and a half hour working at heights practical equipment se
ssion that includes a practicum. Note that the first module allows for a m
aximum of twenty four participants while the second module with hands on d
emonstrations must only have twelve participants for the sessions. This wi
ll require some coordination for larger workplaces with more than twelve w
orkers to train. Due to the nature of the hazards and the required trainin
g standards both a written evaluation and a practicum are required. Each p
articipant must score a 75% score to pass and receive a training card.\n\n
In the first session Basic Theory\, participants will learn: the roles and
responsibilities of the employer\, constructor\, supplier\, supervisor an
d worker including the workers right to know\, participate and refuse unsa
fe work the regulations that address fall hazards\, fall protection equipm
ent and working at heights projects working at heights hazards and the hie
rarchy of controls to protect workers safe work procedures and plans to id
entify and control working at height hazards the advantages and disadvanta
ges of various types of ladders\, to inspect ladders and to safely positio
n and use ladders the distinctions between and use of travel restraint\, f
all restricting and fall arrest system and the basic components of each sy
stem the setup\, use\, maintenance and storage of travel restraint and fal
l arrest system the use of bump lines\, barriers\, guardrails and safety n
ets to determine fall distance to prevent a worker from striking the groun
d or an object below the work level the health effects of bottoming out\,
the pendulum effect and suspension trauma on the body once the fall arrest
system has been initiated In the second module Practical Equipment Use\,
participants get a hands-on demonstration of fall protection equipment and
systems. Topics addressed in the module include: regulatory requirements
and procedures for use of bump lines\, barriers\, guardrails and safety ne
 ts regulations\, use\, inspection\, limitations\, storage and procedures f
or travel restraint\, fall restricting and fall arrest systems requirement
s for guard rails use of vertical\, horizontal and retractable lifelines s
